What Law Governs Work Hours in Turkey?

Working hours in Turkey are primarily regulated by the Labour Act No. 4857, which sets the general framework for maximum weekly hours, overtime, breaks, and rest periods. 

Secondary legislation, such as the Regulation on Working Time Regarding the Labour Law (İş Kanununa İlişkin Çalışma Süreleri Yönetmeliği), further clarifies how weekly and daily limits apply in practice. Authorities may also regulate specific sectors and worker groups through separate rules, provided they maintain the minimum protections established under the Labour Act.

 

What Are the Standard Work Hours in Turkey?

According to Article 63 of Labour Act No. 4857, the general rule sets normal working time at a maximum of 45 hours per week.

Unless the employer and employee agree otherwise, the employer divides this time equally across the working days at the establishment, which typically results in 7.5 hours per day in a six-day workweek.

Article 4 of the Regulation on Working Time confirms the same weekly limit of 45 hours and generally requires employers to distribute working hours equally across working days.

However, if the parties agree, the employer may distribute working time unevenly across days, provided that daily working time does not exceed 11 hours and the average weekly working time over the equalization period remains within 45 hours.

 

How Much Is the Minimum Hourly Pay in Turkey?

The Minimum Wage Determination Commission determines Turkey’s statutory minimum wage and announces its decision in the Official Gazette. For the period 01.01.2026–31.12.2026, the Commission set the worker’s one-day normal working wage at 1,101 Turkish lira.

Because the Labour Act defines normal weekly working time as 45 hours, one day of normal work corresponds to 7.5 hours. Therefore, the hourly minimum wage can be calculated by dividing the daily minimum by 7.5.

On that basis, the statutory minimum hourly wage for 2026 equals 146.80 Turkish lira (1,101 ÷ 7.5), unless the authorities publish subsequent amendments in the Official Gazette.

 

How Is Overtime Paid in Turkey?

Under Article 41 of Labour Act No. 4857, overtime work (fazla çalışma) generally refers to work exceeding 45 hours per week and usually requires the employee’s consent.

Standard overtime must be paid at 150% (1.5x) of the regular hourly wage. Instead of extra pay, employers and employees may also agree on paid time off, with employees receiving 1.5 hours of leave for every overtime hour worked.

Turkish law also recognizes overtime for work exceeding the contractually agreed hours (fazla sürelerle çalışma). This applies when an employee works more than the hours stated in the employment contract, but does not exceed the 45-hour weekly legal limit. In these cases, the extra hours must be paid at 125% of the normal hourly wage.

In addition, overtime is generally limited to 270 hours per year, and daily working time should not exceed 11 hours.
